This is not a problem specific to the JPL Estimating System. If you are
having difficulty opening the JPL Estimating System help file on a
shared-location, it might be due to a specific Microsoft© security
update.
We recommend that you read the information on the following website:

You may want to try this:
- Download the HHReg.exe- file. This is a registration tool which
helps you to register your shared location in your computer
registry.
- Register all shared-location folders on each PC from which you
want to access your JPL Estimating System file(s) or other .chm
files.
We also recommend that you register the entire shared-location folder.
Note that the JPL Estimating System application is designed for single-
location use only.
